3. LOCATION
Punta Del Este, Uruguay. The line will be set up, preferable, among the shores Playa Mansa, La Pastora, Marconi and I´Marangatú.

The atmosphere of Punta Del Este is a mixture of modernity and colonial, with beautiful beaches, friendly people and pretty houses. The night is hot, with pretty Restaurants, Casinos (www.conrad.com.uy), Night Houses, Stores of famous Brands, everything in a climate of a lot of sophistication. In synthesis: It is the ideal place for the popularization of the Classe Hobie Cat in South America.

4. RULES
The event will be disputed under the following rules:
a) International Rules of Boat races the Candle - ISAF 1997/2000
b) International Hobie Class Association - IHCA
c) For the Instructions of Boat races.

5. COIN and OFFICIAL LANGUAGE
The local coin is the Peso of Uruguay. The US dollar is well accepted. Last week (07/12/2000) a US dollar was worth 12.5 (twelve and a half) Pesos of Uruguay, and 1 (one) Real was worth 5 approximately (five) Pesos of Uruguay.

The official language of the event will be Spanish. " Portuñhol " will be acceptable.

6. CLASSIFICATION OF THE EVENT
The event is classified as category " B " according to appendix G4 of the rules of boat races of ISAF 1997/2000.

7. ELIGIBILITY
They will be capable to participate of the Championship the sailors in agreement with the appendix " K " of the rules of boat races of ISAF 1997/2000.

8. PUNCTUATION
The Lineal System of Punctuation will be applied according to Appendix A2 of the rules of boat races of ISAF 1997/2000.

Discards: The championships will be valid with the accomplishment of, at least, 4 (four) boat races. A) Up to 4 (four) boat races there won't be discards. B) 5, 6, 7 and 8 boat races will have 1 (one) discard, of the worst result. C) 9 or 10 boat races will have 2 (two) discards of the worst results.

9. INSTRUCTIONS OF BOAT RACES
The instructions will be available to the yachtsmen, in the Clerkship of the Championship, at the moment of the registration.

11. RATE OF REGISTRATION
A registration rate will be demanded in the value of US$70,00 (seventy US dollars) for the sailors that make it until December 29, 2000. The registration form proceeds enclosed. The registration should be accomplished directly with the Regional Representatives of IHCA/SA, Mr. Ricardo Barreto e/ou Mario Roberto Arantes Dubeux (mrdubeux@via-rs.net). After December 29, 2000, until February 10, 2001, the registration rate will be US$100,00 ( hundred US dollars ).

12. Boats IN URUGUAY
The 1st SOUTH AMERICAN HOBIE16 CHAMPIONSHIP - CAMPEONATO SULAMERICANO -, it will be disputed with ships of the own sailors, reason for the which should be attempted for the following details:

1. To identify for which of the borders the ship will enter in Uruguay. The ships of the South of Brazil will enter in Uruguay for Chuí;
2. To obtain a guide of temporary export of the ships, what should be provided through customs officers. The Club of Porto Alegre/RS's Jangadeiros intends to send its ships using its own truck. For that reason, the personnel of the Sporting Clerkship is already beginning to negotiate of the relative subject the legalization of those temporary exports. 13. LODGING
IHCA/SA, through its Vice-president to South America, Mr. Mario Dubeux, made a blockade of 30 (thirty) apartments double/triple, in Punta Del Este, Gran Hotel España.

Reserved period: 09 to 15 of February, 2001;

• Tariffs of the daily, per person: U$30,00 (thirty dollars)
• In the price of the daily is already included the breakfast and taxes.

PS 1.: If the occupation goes superior to thirty apartments, then the daily tariff, per person, it will be US$ 25,00 (twenty-five dollars)

PS 2.: To guarantee the reservation, you should do the following:
a) contact with Mario Dubeux (51)2310111 or (51)99850762) to register in the list that will be sent to the Hotel. The maximum period for registration in the list is December 25, 2000.
b) Until December 30, 2000 to make the deposit of 25% of the total of the daily ones;
c) Until January 15, 2001 to make the deposit of more 25% of the total of the daily ones;
d) The other 50%, of the total fare, should be paid at moment of the registration in the Hotel.

PS 3.: The Hotel is placed in the neighborhood of the Yacht Club Punta del Este, distant approximately four or five kilometers of the beach where will stay the boats. The site of the hotel is the following: www.hotelespana.com.

PS 4.: Other lodging options will be appraised for the organization of the event. Other lodging options exist, close to the beach where will take place the event to prices that vary among U$40.00 and U$60.00 the daily, per person

14. AWARD
They will be awarded the 6 (six) better classified in the GENERAL category. The 3 (three) better classified in the Category MASTER (above 40 years). The first classified in the Category GRAND MASTER (above 55 years).

The first placed in the General Category will have a vacancy guaranteed to participate of the next World Championship of Hobie Cat 16, as official representative of the area South America.

15. USEFUL INFORMATION

CHARTERING:

1. The organizers of the I CIRCUIT ATLANTIC SOUTH OF HOBIE CAT 16 - CAMPEONATO SULAMERICANO is trying to get at least 5 (five) boats to be rented to the who need one. The mentioned ships will be used by the sailors that have registered n the event, according to the order of registration solicitation, since they also assist to the following requirements, preferable:

   1.1 better classified in the averages of the last five world championships of the class Hobie Cat 16, as well as in the last championship panamericano.

   2.2 in case there is tie, they will have preference the sailors of more distant countries. For example: A couple of sailors of Australia will have preference on a couple of sailors of the south of Brazil, since the south of Brazil is geographically closer of the place of the event that Australia.

2. Hobie Cat Brasil, responsible company for the construction and commercialization of the ships used in the area of South America will try make available the largest number of ships that is possible.

1. Distance among Punta Del This and Montevidéo (Uruguay) = 130 Km
2. Distance among Punta Del This and Porto Alegre/RS (Brazil) = 776 km
3. Local Temperature in February = Minimum 16th C; Maxim 34th C. its Para largest comfort, we recommended the use of rubber clothes, because the water is a little cold. It is compared with the waters of the south of Brazil.

5. If you intend to come through Buanos Aires and non quizer to travel of airplane, the capital of Uruguay can arrive (Montevidéo) through a called service “buquebus” starting from Buenos Aires. The ship carries 240 vehicles, 1.250 people, it travels to 75 km/hora and he/she offers a duty-free on board. Montevideo was founded in 1726 and he/she has more than 1 million inhabitants. Of Montevidéo to Punta Del This, in a trip of conventional bus, doesn't last more than two hours.
